Given long enough every business of any size will get a serial unflusher. This is the beginning of the end of proper office ettiquette.
At a previous job, my manager and I compared notes on this and came to conclusion that our floor's unflusher was the newly appointed head of sales, a corporate-level position. Ever since, I've been very wary of sales representatives. They play by some Old Testament rules.
